In 1998, Hasbro released a wave of toys that would go beyond what was seen in the theatrical movie releases. Vehicles and action figures were developed based on conceptual design art and memorable characters from Star Wars Dark Horse comics, Bantam novels, and LucasArts video games. The Air Speeder was part of this line. Early internal use photos show a kit-bashed pilot figure using parts from other action figures.
This pilot consists of an AT-ST body with Luke Skywalker (Hoth) head. This concept was replaced with a completely new figure sculpt as shown below.
